In Bamako, a voter heads to the polling station to have his say in the referendum on the governing junta's constitution. The polls have closed and workers swiftly count votes in Chile. The ballots are to determine whether to adopt a new constitution that would break from the era of Augusto Pinochet's dictatorship, foster a more welfare-based society and boost Indigenous rights. If voted for, the new constitution will overhaul Chile's government, replacing the Senate with a less powerful "chamber of regions," and require women to hold at least half of positions in public institutions.
