The EU's negotiator on Brexit, Michel Barnier, says that a deal with Britain looks "unlikely" at this stage. During the latest round of talks, completed this week, "it felt as if we were going backwards more than forwards," he says, adding: "I simply do not understand why we are wasting valuable time." The EU trade commissioner Valdis Dombrovskis warned Tuesday that Chinese regulations governing the transfer of data out of the country, including a revised anti-espionage law, could have "unintended consequences". "This may be an issue of systemic concern and it may affect all internationally active companies, not only European companies but also Chinese companies," he said. SOUNDBITE
The United States hails the EU-British deal to regulate trade rules for Northern Ireland as a chance to "improve the prosperity" across the region, John Kirby, National Security Council spokesman, tells reporters. The deal will "open up all kinds of avenues for trade that were somewhat at risk," Kirby adds. SOUNDBITE
