People In Russia's former imperial capital, Saint Petersburg, gather in the streets to protest against president Vladimir Putin's decree on a partial military mobilisation in the country, with Russian police arresting a few of the demonstrators. Defence Minister Sergei Shoigu said that Russia would initially mobilise some 300,000 reservists, after Putin warned in a televised address Russia would use all available military means in Ukraine. Russian President Vladimir Putin's move to partially mobilise troops, along with a push for votes to annex occupied territories, shows his "desperation" at Moscow's military failings in Ukraine, according to an EU spokesman. SOUNDBITE
The United States calls on Indian Prime Minister Narendra Modi to emphasize Ukraine's territorial integrity as he meets in Russia with President Vladimir Putin on the eve of a NATO summit in Washington. "We would urge India, as we do any country which engages with Russia, to make clear that any resolution to the conflict in Ukraine needs to be one that respects the UN Charter with respect to Ukraine's territorial integrity, Ukraine's sovereignty," State Department spokesman Matthew Miller tells reporters. US Pentagon chief Lloyd Austin rejects Russian President Vladimir Putin's demands that Ukraine withdraw its troops from territory claimed by Moscow to end the Kremlin's invasion. Speaking in Brussels at a meeting of NATO defence ministers, Austin says "Putin has occupied, illegally occupied, sovereign Ukrainian territory. He is not in any position to dictate to Ukraine what they must do to bring about peace." SOUNDBITE
NATO chief Jens Stoltenberg says conditions set out by Russian President Vladimir Putin for initiating Ukraine peace talks are "not a proposal made in good faith". Stoltenberg's comment comes during a meeting of NATO defence ministers in Brussels and follows Moscow's proposal that Kyiv pull its troops out of regions claimed by Russia and cease efforts to join NATO in return for peace talks.
