NATO allies have begun the promised transfer of F-16 fighter jets to Ukraine to bolster defenses against Russia, US Secretary of State Antony Blinken announces. Ukraine can decide for itself whether to strike Russian territory with US weapons but Washington has not encouraged such attacks, Secretary of State Antony Blinken says in Kyiv.
