NATO chief Jens Stoltenberg says conditions set out by Russian President Vladimir Putin for initiating Ukraine peace talks are "not a proposal made in good faith". Stoltenberg's comment comes during a meeting of NATO defence ministers in Brussels and follows Moscow's proposal that Kyiv pull its troops out of regions claimed by Russia and cease efforts to join NATO in return for peace talks. US Defence Secretary Lloyd Austin vows that Washington increasing military support for Israel following the Hamas attack will not drain aid away from Ukraine as it continues battling Russia. "The United States will remain able to project power and to direct resources to tackle crises in multiple theatres. So we will stand firmly with Israel as we continue to support Ukraine," states Lloyd Austin after a meeting of Ukraine's backers at NATO headquarters in Brussels. SOUNDBITE
Russian President Vladimir Putin wants "to use winter as a weapon of war" in his Ukrainian operation, says NATO Secretary General Jens Stoltenberg in Bucharest, ahead of a meeting with the alliance's foreign ministers. A weapon based on Russia's attempt "to deprive the Ukrainians of water, electricity, light and heating" says Stoltenberg. SOUNDBITE
Josep Borrell, the EU foreign policy chief, holds a speech in Bruges to inaugurate the European Diplomatic Academy. "Europe is a garden," he says, praising the "combination of political freedom, economic prosperity and social cohesion". He urges European leaders, whom he compares to "gardeners", to help prevent the invasion of the "jungle". SOUNDBITE
